17 year old and car insurance policy?

my mothers insurance company called her today asking if i had my license. when she responded no but i was thinking about getting it, they said if i did get it, she would have to immediately put me on her policy, even if i DON'T have a car. sounds like some bull to me but then again ive never done this before. to insure a 17 year old male with the car i would have would cost her 3 grand a year anyway which isn't gonna happen. she then asked if i could have my own policy in my name and was told yes and it would be completely in my name and i wouldn't have to sign on any ones policy. as far as i know, i cant sign a legal contract until im 18 because im still a minor in the eyes of the law. ( which is a main reason I am writing this!) I met with a financial planner and they suggested on purchasing a 50,000 variable life policy for each of us as an investement. My car insurance is due to run out on the 28th of this month, i have looked at quotes and have found a really good one expect it expires in the 21st, is it possible to set this car insurance up to start on the 21st even though my policy hasn't expired yet. Im only asking because its with a different company and i wasn't sure if you could still insure a car whilst its ensured already. If i loose this quote im going to end up paying 200-300 more. I've been waiting for this truck to be put up for sale FOREVER. I know IAAI has to receive the title from the insurance company before the can put the truck up for sale but its been like 3 months. Trucks that are completely wrecked that are put up after this truck sell first, but this truck has no damage so i dont know why its taking forever. I know it takes insurance companys forever to do paperwork but 3 months!? if you know the average time for vehicles on IAAI or any other salvage auto auctions it would be great.
